Abstract
On Time Performance has become a benchmark for the trust of service users who choose to travel. Therefore, quality and efficiency in managing cargo officers' work schedules for On Time Performance must be more structured in order to meet the quality of quality handlers in the work, and can be adjusted to the conditions in the field. This research aims to find out and analyze what factors influence the level of punctuality / On Time Performance (OTP) for cargo-only flights and whether the schedule given to cargo officers is optimal so that it is effective and efficient in terms of on-time performance on cargo-only flights in Juanda Airport, Surabaya. This research uses a qualitative descriptive method with data collection techniques using Triangulation techniques, which means the research uses data collection techniques from the same source. Researchers use participant observation, in-depth interviews and documentation for the same data sources simultaneously. The conclusion of this research is, with punctuality or on time performance in setting the peak hours schedule for cargo officers, air transportation is required to be able to provide excellent service for service users.
